The project for the ½ mile-long roadway included construction of a new box culvert bridge and ½ mile of reconstruction/ realignment of several existing roads. Over 267,000 cubic yards of earth were excavated for the road, thus lowering Number 9 Road (State Route 4021) by 25-30 feet at the top of the hill entering Hastings from State Route 219.

The $2.7 million project was funded by the Hastings Area Industrial Development Association (HAIDA), a federal TEA-21 transportation grant, the Pennsylvania Department of Transportation (PennDOT), the Appalachian Regional Commission, a US Department of Agriculture (USDA) Rural Business Enterprise Grant, and a Pennsylvania Opportunity Grant.
