P. Joseph Lehman, Inc., Consulting Engineers is pleased to announce the promotion of James P. Frank to serve as its new Client Services Director. Jim, a native of Altoona, will be overseeing the company’s client centered relationships with its municipal, state, commercial and industrial, and institutional clients. Jim will also lead grantsmanship services to assist clients in identifying potential project funding, budget development, and written applications and oral presentations. He will also be collaborating with company leadership to identify business opportunities, coordinate project proposals and implement business development & marketing strategies. 

Jim joined the firm in 2021. His servant leadership activities in the community have included the Lehman Engineers Horse Trail Ride & Trail Walk for Dreams Go On planning committee, Altoona Sunrise Rotary, We Care Foundation board, and Leadership Franklin County.

Jim is the former District Director for Congressman Bill Shuster, and prior to that, was the News Director and Executive News Producer at WTAJ-TV. Jim is a graduate of Penn State University and resides in Logan Township, Blair County with his wife, Laura, and two children.

We are also pleased to announce the promotion of Craig K. Stodart, P.E., to Bridge Design Director. Craig, a native of Houtzdale, will be overseeing the company’s bridge team on all aspects of design, repair, and rehabilitation. Craig is a graduate of Bucknell University with both a Bachelor and Master of Science degree in Civil Engineering with an emphasis in structural engineering and research experience in historic truss bridges. He has experience as a Project Manager on PennDOT projects and on numerous structural analysis and bridge design projects including feasibility studies, investigating alternative design options for bridge rehabilitation or repair projects for single and multi-span prestressed concrete and steel girder design and analysis. Craig’s experience also includes performing single and multi-span prestressed concrete and steel girder design, analysis, and three-dimensional finite element modeling; design and analysis of bridge jacking and temporary support systems, excavation support systems, overhang formwork, and bridge demolition for various construction projects; and materials analysis (concrete, steel and timber). Craig has assisted in bridge inspections as a CBSI (Certified Bridge Safety Inspector). As the Bridge Design Director,

Craig will also be collaborating with company leadership to select and manage projects, while managing the team to review and prepare bridge designs, schedules, permits, budgets, and specifications for projects within quality assurance and quality control processes established at the firm.

Craig joined the firm in 2009 upon graduation. He is a member of the American Society of Highway Engineers (ASHE). His servant leadership activities in the community have included volunteering at the Lehman Engineers Horse Trail Ride & Trail Walk for Dreams Go On, Philipsburg-Osceola Elementary coaching, and Philipsburg Cub Scout Pack 44 Den Leader. Craig is a former employee of PennDOT District 2-0 (internship). He resides in Philipsburg, Centre County and has three children.

In addition, we are excited to announce the promotion of Donald L. Fix, IV, E.I.T. to Bridge Inspection/Structural Field Services Director. Don, a native of Hollidaysburg and graduate of Penn State University with a Bachelor of Science in Civil Engineering, will oversee all aspects of the company’s Bridge Inspection Services and Structural Field Services teams.

Don’s vast experience includes performing structural design on various highway and bridge related projects including single and multi-span structures of various material makeups. In addition to the preparation of structural drawings, specifications, and quantity estimates, he is also skilled in construction related designs including temporary excavation support and protection systems, jacking schemes, falsework, erection plans, and shielding; as well as demolition analysis and procedures. Don is a CBSI (Certified Bridge Safety Inspector) and analyzes various bridge structures for load capacity ratings.

As the Bridge Inspection/Structural Field Services Director, Don will be collaborating with company leadership to compliment, coordinate and manage client recommendations on bridge safety inspection and structural projects while continuing to perform field observations and site visits. He will manage the team to deliver bridge safety inspections in PA for various state contracts and private entities. 

Don joined the firm in 2007. He is a member of the American Society of Highway Engineers (ASHE). His servant leadership activities in the community have included volunteering at the Lehman Engineers Horse Trail Ride & Trail Walk for Dreams Go On, the Glenn O. Hawbaker Annual Charity Golf Outing, and coaching baseball for the Tyrone Youth Athletic Association.

Don is a former employee of PennDOT District 9-0 (internship) and Frankstown Township. He resides in Warriors Mark, Huntingdon County with his wife, Stacy and two children.
