The bridge serves as a gateway to the downtown area and as a virtual link to the Altoona Regional Health System.

P. JOSEPH LEHMAN, Inc., Consulting Engineers was the design consultant for the 7th Street Bridge replacement in the City of Altoona, Blair County, PA. It connects State Route 764 on the eastern side of the Norfolk Southern Railroad tracks to Chestnut Avenue and the 10th Avenue Expressway on the western side of the tracks. The bridge serves as a gateway to the downtown area and as a virtual link to the Altoona Regional Health System.
The scope of work included the intersection of 7th Avenue and continued along 7th Street to the intersection of 7th Street and Howard Avenue. Work also included the rehabilitation of Chestnut Avenue between 4th Street and 7th Street, box culvert construction, MSE retaining walls, utility relocations, and the rehabilitation of the 8th Street Bridge.
The project had a construction cost of $10 million. It was funded through federal (80%) and state (20%) monies.
The new 7th Street Bridge includes architectural details included by the City of Altoona to mirror the old 7th Street Bridge, which was a truss bridge.
